Leadership Update | Buloke Shire Council At last night’s Council Meeting in Wycheproof, Buloke Shire Council appointed Daniel McLoughlan as Interim Chief Executive Officer, effective 1 September 2025. Daniel brings deep local knowledge and extensive experience to the role, having served as Director Infrastructure and Delivery since March 2024, and as a valued member of Council since 2019. His previous roles include Senior Manager Assets and Capital Works Projects Officer. A proud Buloke local and Birchip P-12 graduate, Daniel returned to the region in 2012 and has since played a pivotal role in Council’s operations — notably leading flood recovery efforts following the October 2022 event, which earned statewide and national recognition for key projects. “I’m excited by the opportunity to lead a high-performing, engaged team in a community I know well and care deeply about during this important period of transition,” Daniel shared. This interim arrangement will remain in place for up to 12 weeks, pending the appointment of a permanent CEO or further Council resolution. After more than eight years of dedicated service to the Buloke community, Chief Executive Officer Wayne O’Toole has announced his resignation. Wayne has accepted an exciting new role in the not-for-profit sector, where his operational insight and community-centred approach will continue to benefit the broader Victorian community. Since stepping into the CEO role in January 2022, Wayne has provided steady and strategic leadership through some of the most challenging times in our Shire’s recent history – including the October 2022 flood event and a period of organisational review under a Municipal Monitor. His ability to guide Council through reform, recovery and renewal has left a lasting impact. Prior to his appointment as CEO, Wayne served in several senior leadership roles, including Director of Works and Technical Services, where he oversaw major infrastructure delivery, flood recovery efforts, and the rollout of initiatives like Working for Victoria during the pandemic. Buloke Shire Council will commence the process of appointing an interim CEO, ahead of a formal recruitment process for a permanent successor.
