Displays the language attributes for the ‘html’ tag.

Description

Builds up a set of HTML attributes containing the text direction and language information for the page.

$doctypestringoptional: The type of HTML document. Accepts 'xhtml' or 'html'. Default 'html'.
Default:'html'
