At #COP30, we are very pleased to join a group of ambitious actors – including the Gordon and Betty Moore Foundation, Margaret A. Cargill Philanthropies, Instituto Arapyaú, and Porticus – in launching the Catalytic Capital for the Agricultural Transition (CCAT) Fund. Managed by VOX Capital, CCAT will help scale investments in the production of soy and beef in Brazil, while restoring degraded land without expanding deforestation – in line with Brazil’s Green Way strategy. Brazil aims to double its agricultural production without any additional forest conversion. By engaging in CCAT we want to help reduce the perceived risk of traditional financial actors so financial solutions for agricultural transition can scale on commercial terms. For every $1 of catalytic capital, CCAT aims to unlock $4 in commercial finance – making sustainable agriculture a more productive and profitable path for Brazilian farmers. #CCAT #NatureFinance #COP30

Tropical forests are key to reach the global climate and nature goals. The Norwegian government launched NICFI in 2008 and has since disbursed USD 5 billion to help preserve the world’s tropical forests and improve the livelihoods of those who live there. NICFI is administered by the Norwegian Ministry of Climate and the Environment in collaboration with Norad (The Norwegian Agency for Development Cooperation) and Norwegian Embassies in selected countries. The initiative supports bilateral agreements with forest countries, multinational organizations and civil society.

Nearly 90 percent of all deforestation in tropical areas occurs illegally, through illegal logging, illegal gold mining, drug production, and trafficking of endangered species. These crimes generate up to 152 billion dollars annually and are closely tied to money laundering, corruption, and transnational organized crime. Norway is now stepping up our support to strengthen the International response. The Government will provide up to 23 million dollars to support the next phase (2026–28) of the Law Enforcement Assistance Programme to Reduce Tropical Deforestation (LEAP), run by UNODC and INTERPOL. Tropical forest countries — including Norway’s partner countries — already invest heavily in combating forest crime. But because these crimes often cross borders, LEAP plays a key role in complementing national efforts through improved coordination, intelligence-sharing, and joint operations. Since 2018, LEAP has supported actions against illegal logging, illegal gold mining, and major criminal networks. In the Brazilian Amazon, a recent operation led by Brazil’s Federal Police — which dismantled hundreds of illegal dredges — received operational support from LEAP. The new phase of the programme will expand this work, with a strengthened focus on illegal gold mining in Latin America. 🌱 A new chapter for catalytic capital in Brazil’s sustainable agriculture The Catalytic Capital for the Agricultural Transition (CCAT) has been launched to accelerate deforestation-free and nature-positive agriculture in Brazil — addressing a key market gap identified through IFACC’s work with financial institutions, companies, and producers. Managed by VOX Capital and backed by a US $50 million founding commitment from the Gordon and Betty Moore Foundation and NICFI - Norway's International Climate and Forest Initiative, with additional support from Margaret A. Cargill Philanthropies, Instituto Arapyaú, and Porticus, CCAT represents a major step forward for catalytic capital in sustainable land use. The collaboration is designed to unlock billions in private capital in more productive sustainable soy, cattle, and agroforestry — and to finance agricultural expansion without further habitat loss. World leaders gathered in Belém for the World Leaders Summit ahead of COP30 announced a landmark commitment to collectively recognise and strengthen 160 million hectares of Indigenous Peoples and local community lands by 2030 through the Intergovernmental Land Tenure Commitment (ILTC). The Commitment is the first global commitment on recognising land tenure. Alongside the Commitment, a new pledge announced at COP30 will invest US$1.8 billion to support Indigenous Peoples, local communities, and Afro-descendant communities in protecting their lands and forests. Two key initiatives were announced at COP30 to advance this goal: the 𝐈𝐧𝐭𝐞𝐫𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐋𝐚𝐧𝐝 𝐓𝐞𝐧𝐮𝐫𝐞 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭 (𝐈𝐋𝐓𝐂) and the 𝐫𝐞𝐧𝐞𝐰𝐞𝐝 𝐅𝐨𝐫𝐞𝐬𝐭 𝐚𝐧𝐝 𝐋𝐚𝐧𝐝 𝐓𝐞𝐧𝐮𝐫𝐞 𝐏𝐥𝐞𝐝𝐠𝐞. 🌴 The ITLC, co-led by 𝐁𝐫𝐚𝐳𝐢𝐥, 𝐍𝐨𝐫𝐰𝐚𝐲, and 𝐏𝐞𝐫𝐮 within the Forest & Climate Leaders' Partnership (FCLP), aims to collectively recognise and strengthen 𝟏𝟔𝟎 𝐦𝐢𝐥𝐥𝐢𝐨𝐧𝐬 of hectares of Indigenous Peoples' and local communities' lands by 2030. Forests managed by Indigenous Peoples experience up to 𝟓𝟎% 𝐥𝐞𝐬𝐬 𝐝𝐞𝐟𝐨𝐫𝐞𝐬𝐭𝐚𝐭𝐢𝐨𝐧, making land tenure one of the most effective tools for forest protection and climate action. 🌳 The renewed Land and Forest Tenure Pledge brings together more than 35 government and philanthropic funders to mobilise $𝟏.𝟖 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 to support Indigenous Peoples, local communities and Afro-descendant communities in securing land rights. Norway commits 3 bn USD to #TFFF! 🌳 During the Belém Climate Summit, Norwegian PM Jonas Gahr Støre announced that Norway stands committed to invest 3 billion USD over the next 10 years in Brasil’s innovative new tool for rainforest protection, the Tropical Forest Forever Facility (TFFF). The idea behind the facility is as simple as it is brilliant. Tropical forest countries with a deforestation rate below a threshold of 0.5 percent will be eligible to receive a share of the funds earnings. Thus, we can together create an infinite revenue stream for countries that allow their rainforests to remain standing, rather than cutting them down. Norway has been committed to protecting the world’s tropical forests for many years. Since 2008, we have dispursed around 5 billion USD to tropical forest countries. Last year, we extended our climate and forest initiative (NICFI - Norway's International Climate and Forest Initiative) until 2035. Now we strengthen our commitment to halt deforestation to the benefit of all of us. If the TFFF is to work, we need more countries and sponsors on board. Thus, our commitment is based on the ability to mobilize at least 10 billion USD to the junior tranche by the end of 2026. Furthermore, Norway’s commitment cannot exceed 20 percent of the sponsor capital and through the work of the World Bank ensure a sound financial model. Through the TFFF, Brasil has launched a big and bold idea. In a world where international cooperation is more challenging, such ideas are exactly what we need. We stand committed to ensure that the idea becomes something more, a structure to protect the world’s rainforests for the forseable future. #COP30

𝙄𝙣𝙙𝙤𝙣𝙚𝙨𝙞𝙖–𝙉𝙤𝙧𝙬𝙖𝙮 𝙋𝙖𝙧𝙩𝙣𝙚𝙧𝙨𝙝𝙞𝙥 𝙎𝙘𝙖𝙡𝙚𝙨 𝙐𝙥 𝙄𝙣𝙘𝙡𝙪𝙨𝙞𝙫𝙚 𝘾𝙡𝙞𝙢𝙖𝙩𝙚 𝙁𝙞𝙣𝙖𝙣𝙘𝙚 𝙛𝙤𝙧 𝙁𝙤𝙧𝙚𝙨𝙩𝙨 The third round of the Small Grants Facility has been launched by the Indonesian Minister of Forestry Raja Juli Antoni. The Small Grants Facility (𝘓𝘢𝘺𝘢𝘯𝘢𝘯 𝘋𝘢𝘯𝘢 𝘔𝘢𝘴𝘺𝘢𝘳𝘢𝘬𝘢𝘵 𝘶𝘯𝘵𝘶𝘬 𝘓𝘪𝘯𝘨𝘬𝘶𝘯𝘨𝘢𝘯) is a flagship initiative under the Indonesia–Norway partnership. It channels climate finance directly to grassroots actors, such as small community groups and local organizations, who are leading environmental efforts across Indonesia. It puts communities at the center of climate action in Indonesia. Here are some highlights: • Since the launch in August 2024, the facility has supported 384 beneficiaries in 33 provinces across Indonesia. • About USD 800,000 (IDR 12 billion) has been disbursed to forest farmer groups, local NGOs, and other environmental champions. • The third round will disburse an additional USD 360,000 (IDR 6 billion) across 34 provinces through and open call to support inclusive, community-based environmental initiatives aligned with FOLU Net Sink 2030. This facility is jointly managed by the Indonesian Ministry of Forestry and the Indonesia Environment Fund. It is funded by the results-based contributions for reduced emissions from deforestation and forest degradation from Norway’s International Climate and Forest Initiative (NICFI) to Indonesia. 𝗖𝗮𝗹𝗹 𝗳𝗼𝗿 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 The launch event emphasized the importance of wide collaboration, including government, civil society, academia, private sector, and local communities, to achieve Indonesia’s climate and biodiversity goals. As Minister Raja Juli Antoni stated, “The FOLU [Forest and Other Land Use] sector is vital to achieving our NDC targets and implementing the Paris Agreement. We must balance ecology, economy, and social equity for a sustainable future.” Norway reaffirmed its support for Indonesia’s efforts to achieve its FOLU Net Sink 2030 target and broader climate goals. 𝘽𝙞𝙡𝙡𝙞𝙤𝙣-𝙙𝙤𝙡𝙡𝙖𝙧 𝙥𝙡𝙚𝙙𝙜𝙚 𝙩𝙤 𝙄𝙣𝙙𝙞𝙜𝙚𝙣𝙤𝙪𝙨 𝙋𝙚𝙤𝙥𝙡𝙚𝙨 𝙛𝙪𝙡𝙛𝙞𝙡𝙡𝙚𝙙 – 𝙤𝙣𝙚 𝙮𝙚𝙖𝙧 𝙖𝙝𝙚𝙖𝙙 𝙤𝙛 𝙨𝙘𝙝𝙚𝙙𝙪𝙡𝙚. At the climate summit in Glasgow in 2021, Norway and several other donors pledged USD 1.7 billion to strengthen the rights of Indigenous peoples and local communities to tropical forests. That goal has now been supassed, with $1.86B delivered by the end of 2024. 𝗛𝗲𝗿𝗲 𝗲𝗿 𝘀𝗼𝗺𝗲 𝗸𝗲𝘆 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗻𝗲𝘄 𝗿𝗲𝗽𝗼𝗿𝘁 𝗯𝘆 𝘁𝗵𝗲 𝗙𝗼𝗿𝗲𝘀𝘁 𝗧𝗲𝗻𝘂𝗿𝗲 𝗙𝘂𝗻𝗱𝗲𝗿𝘀 𝗚𝗿𝗼𝘂𝗽: • $527m in funding in 2024 alone • Direct funding to Indigenous & local organisations: 7.6% (US$39m), up from 2.9% in 2021 but down from 2023 • 112 Indigenous & local community orgs supported directly by Pledge donors in 2024 • Gender: 14% of funds had gender as a principal target; youth funding remains <1% • Majority of funds focused on territorial management, livelihoods, and tenure security As COP30 in Belém approaches, our aim is to raise global ambition to support Indigenous Peoples and local communities and ensure they are recognized as key actors to protect climate and nature. #ClimateAction #IndigenousRights #COP26Pledge #FTFG #COP30 #LandRights

Yesterday, for the first time, 7 governments and over 20 philanthropic and Indigenous Peoples organizations launched a global call for the delivery of major commitments at COP30 in Brazil this November, to scale action for nature, climate and justice.
