We're excited to announce our 2025 Employee and Manager of the Year! A big congratulations to Scott Matsumoto, our DTS Employee of the Year (not pictured), and Chris Clark, our DTS AND CITY AND COUNTY OF HONOLULU MANAGER OF THE YEAR!!! Our DTS Employee of the Year, Scott Matsumoto is the lead Traffic Signal Electrician for our Transportation Technology Division. He spearheaded the installation and maintenance of security cameras positioned throughout Chinatown and Waikīkī, an initiative that resulted in more than $100,000 of cost savings for the City. Scott successfully leads a team consisting of 15 electricians and apprentices on the day-to-day maintenance of traffic signals and traffic cameras across Oʻahu. Every day, Scott receives calls from the public for various traffic signals they feel are not operating properly. When the complaint is validated and justified, the malfunctioning signal is repaired within 4 hours. This almost impossible task, with only 15 employees maintaining more than 850 signals could not be accomplished without teamwork and a superior leader. Thank you Scott! Our DTS Manager and City and County of Honolulu Manager of the Year, Chris Clark, is the Department’s Chief Planner. Chris leads a team of 21 dedicated professionals responsible for advancing multimodal transportation planning, transit development, Vision Zero, regional coordination, and major capital projects such as the Ala Pono Bridge and the Electrification of Transportation initiative. One of Chris’s most impactful contributions is his leadership in aggressively securing and meticulously managing the City’s federal transportation funds. Under his stewardship, DTS has grown its annual federal revenue for both roadway and transit investments to historic levels, exceeding $100 million in FY2025 alone. Under his direction, the City completed the first-ever Oʻahu Pedestrian Plan and the Vision Zero Action Plan, milestone achievements that prioritize safety, equity, and livability in our transportation network. We're proud to announce the completion of the Kalapawai Roundabout project, located at the intersection of Kalāheo Avenue and Kailua Road in Kailua! The project, part of the City’s #CompleteStreets initiative, helps improves traffic, pedestrian and bicycle safety, as well as storm-water management for residents and visitors to the Kailua and Lanikai neighborhoods. Key Features and Safety Improvements - Modern Roundabout Design: Reduces vehicle speeds, shortens pedestrian crossing distances, and eliminates dangerous head-on or high-speed right-angle collisions common at signalized intersections. - Raised Crosswalks and Speed Tables: Calm traffic and provide safer, more visible pedestrian crossings for children, seniors, and beachgoers. - Shared-Use Path and New Sidewalks: Provide comfortable, ADA-compliant walking and biking routes connecting Kailua Town, Kalāheo Avenue, and Kailua Beach Park. - Permeable Pavement and Rain Gardens: Capture and filter stormwater, reducing runoff and protecting Kailua Bay’s nearshore waters. - Upgraded Lighting and Landscaping: Improve nighttime visibility and beautify the area, preserving the iconic banyan tree at the intersection. The roundabout sits at one of Kailua’s busiest and most iconic gateways, linking Kailua Town’s shops and restaurants with the beach, area schools, and residential neighborhoods. The re-designed intersection eases traffic congestion, enhances walkability, and supports Kailua’s small-town appeal while accommodating increasing visitor activity. By improving connections for pedestrians, bicyclists, and motorists alike, the roundabout helps reduce travel delays, emissions, and driver frustration, particularly during weekends and holidays when traffic surges in the area. DTS is grateful to the Kailua community for enduring construction of this project, and asks everyone to safely utilize the new roundabout and supporting pathways. Good news everyone! We will temporarily extend operating hours for #HNLSkyline operations on Saturday, October 25, 2025, from 4 a.m. to 11:30 p.m., to accommodate the Aloha to Aloha Stadium event. The event will feature performances by local musicians as the community gathers to celebrate and bid farewell to nearly five decades of memories at Aloha Stadium before its planned demolition. Doors open at 4 p.m., with festivities continuing until 10 p.m. In coordination with the recent opening of Skyline Segment 2 on October 16, which expanded daily train service to 10:30 p.m., DTS will extend service by an additional hour to 11:30 p.m. to help ensure all attendees can return home safely after the event. Riders wishing to take Skyline to the Aloha to Aloha Stadium event will be able to utilize the park-and-rides at the following stations: Keoneʻae UH West Oʻahu Station: 304 parking stalls available at the park-and-ride Honouliuli Hoʻopili Station: 344 parking stalls available at the park-and-ride Kahauiki Kalihi Transit Center Station: 95 parking stalls available at the park-and-ride Please note: No concert parking is available at the Hālawa Aloha Stadium Skyline station. Parking at Hālawa Station is reserved for transit users destined away from Aloha Stadium. The last train leaving Hālawa Aloha Stadium Station headed EASTBOUND to Kahauiki Kalihi Transit Center leaves at 11:22 p.m. The last train leaving Hālawa Aloha Stadium Station headed WESTBOUND to Kualakaʻi East Kapolei Station leaves at 11:12 p.m. Riders are encouraged not to wait for the last trains. From 4 a.m. to 8:30 p.m., trains arrive at each station every 10 minutes. From 8:30 p.m. to 11:30 p.m., train arrive at each station every 15 minutes. Normal transit fares apply for this event. Now that #HNLSkyline Segment 2 is opened for passenger service, DTS invites families to celebrate Halloween with a fun and safe trick-or-treating adventure along Skyline on Sunday, October 26th, from 11 a.m. to 1 p.m. Families can ride Skyline and visit five stations to collect treats, enjoy a dance party, and groove to music from a live DJ at select stops! The following Skyline stations will have: - Kualakaʻi East Kapolei: Candy and treats - Honouliuli Hoʻopili: Candy, treats, live DJ, music and a free mini pumpkin (must show HOLO card to recieve mini pumpkin) - Pouhala Waipahu Transit Center: Candy and treats - Hālawa Aloha Stadium: Candy, treats, live DJ and music - Kahauiki Kalihi Transit Center: Candy, treats, and pop-up tent featuing the HNL Connect team In addition, an online costume contest will be a part of the festivities. All ages are welcome to enter the contest to win some spooktacular prizes. ATTENTION TRANSIT RIDERS: A large turnout is expected for the fare-free weekend tomorrow and Sunday. We ask all passengers — both first-time and returning riders — to keep the following in mind: 1. Keep keiki close when passing fare gates and boarding/exiting trains. 2. When standing, hold a grab-bar or hand-strap; trains accelerate quickly. Sit when seats are available. 3. Tap HOLO cards on the blue reader pad to enter and exit. Green arrows indicate open gates; red X’s mean do not enter. 4. Riders with mobility devices, luggage, bikes/scooters, or keiki in strollers should use ADA/wide gates. 5. Photos and videos are welcome — but move carefully, especially near stairs and escalators. 6. Reasonably-sized wheeled devices are allowed. Walk devices in stations and onboard. No gasoline-powered machinery. 7. Practice elevator and boarding etiquette: let passengers exit before entering; allow kūpuna and those with disabilities to board first; yield seats; avoid blocking doors and aisles; silence phones. 8. Never block train doors or platform gates. Doing so causes systemwide delays. 9. If you see something, say something — notify staff, use emergency call boxes, or call/text 911. 10. Train doors remain open for approximately 30 seconds. Be ready to board or exit and have belongings in hand. 11. Use the least crowded door available to keep boarding and exiting safe and efficient.
