U.S.-Japan Critical Minerals ASEAN Supply Chain Seminar: e-Waste Recycling ASEANのサプライチェーンにおける重要鉱物/e-wasteリサイクルに関する日米共同セミナーの結果について 1.The U.S. Department of State and Japan’s Ministry of the Environment co-hosted the “U.S.-Japan Critical Minerals ASEAN Supply Chain Seminar: e-Waste Recycling”, at the USA Pavilion at Expo 2025 Osaka, Kansai, Japan. 2.This seminar brought together government officials, private companies (including manufacturers, metal refiners, recyclers, and e-commerce firms), researchers, and investors from Japan and the United States. 3. The aim of this seminar was to promote cooperation between the two countries and ASEAN on critical minerals through recycling, including e-waste, in the ASEAN region and seek new business opportunities via public-private dialogue. For detailed results of this seminar, please refer to the following: ○ The U.S. Department of State and Japan’s Ministry of the Environment co-hosted the “U.S.-Japan Critical Minerals ASEAN Supply Chain Seminar: e-Waste Recycling”, at the USA Pavilion at Expo 2025 Osaka, Kansai, Japan. ○ The seminar built upon a two-year U.S.-Japan collaboration, which included similar working level seminars held on the margins of ASEAN Ministerial Meetings in Jakarta (2023) and Vientiane (2024). These events underscored the economic potential of electronic waste (“e-waste”) recycling in ASEAN and its importance for resilient critical minerals supply chains. ○ The Osaka seminar followed the launch of the Quad Critical Minerals Initiative at the Japan-Australia-India-U.S. (Quad) Foreign Ministers’ Meeting on July 1, 2025. ○ The 2025 seminar brought together government officials, the ASEAN Secretariat, companies (including manufacturers, metal refiners, recyclers, and e-commerce firms), researchers, and investors from Japan and the United States. ○ Participants deepened their understanding of the importance of critical minerals and the future increase in demand, the risks posed by the concentration of certain critical minerals and their refining capabilities in specific regions, and the potential and significance of metal recovery through recycling from e-waste. Participants exchanged insights on the current state and capacity challenges of e-waste recycling [also known as urban mining] in ASEAN, a region experiencing the world’s fastest e-waste growth rates. Participants engaged in a meaningful exchange of views on e-waste recycling in ASEAN, sharing their experiences and insights regarding the current situation and challenges in both institutional and practical aspects, pioneering initiatives undertaken in the region, innovative technologies and their implementation prospects, as well as the economic potential, future business opportunities, and investment possibilities. Announcement of the "Japan’s Initiatives to Address Climate Change 2025” 「日本の気候変動対策イニシアティブ2025」の公表について 1. At the thirtieth Conference of the Parties of the UN Climate Change Conference (COP30), held in the Federative Republic of Brazil, ISHIHARA Hirotaka, Minister of the Environment of Japan, announced the "Japan’s Initiatives to Address Climate Change 2025” as a Japan’s contribution to climate action. 2. Japan will contribute to decarbonization in Asia and globally, by utilizing 1) synergies with nature, 2) solutions from market mechanisms and new technologies, and 3) enhanced transparency through inventories, based on the initiatives. MOE Japan Selects New Projects of Subsidy Programme for the Joint Crediting Mechanism (JCM) Facility Introduction for FY2025 to FY2027 (Third Round) 令和7年度から令和9年度「二国間クレジット制度資金支援事業のうち設備補助事業」の第三回採択案件の決定について On November 21, 2025, Ministry of the Environment (MOE), Japan, announced new projects selected for Subsidy Programme for the JCM Facility Introduction for FY2025 to FY2027 (third round). MOE Japan received a variety of applications for the Subsidy Programme for the JCM Facility Introduction and selected two projects in the third round for FY2025 to FY2027. MOE Japan will continue to strongly promote the overseas expansion of decarbonizing infrastructure through the JCM, based on the "Plan for Global Warming Countermeasures (Cabinet decision in February 2025)" and others. 1. JCM Outline - Since 2013, Japan has established the JCM with 31 partner countries, and over 270 projects have been selected under the JCM Financing Programme by MOE Japan. The JCM's 31 current partner countries are: Mongolia, Bangladesh, Ethiopia, Kenya, Maldives, Vietnam, Laos, Indonesia, Costa Rica, Palau, Cambodia, Mexico, Saudi Arabia, Chile, Myanmar, Thailand, Philippines, Senegal, Tunisia, Azerbaijan, Moldova, Georgia, Sri Lanka, Uzbekistan, Papua New Guinea, United Arab Emirates, Kyrgyz Republic, Kazakhstan, Ukraine, Tanzania, and India. - The JCM aims to reduce greenhouse gas (GHG) emissions in developing countries and others by utilizing advanced decarbonizing technologies. Under the JCM scheme, Japan is facilitating the diffusion of leading decarbonizing technologies and infrastructure, etc. as well as the implementation of mitigation actions in partner countries. The JCM contributes to the achievement of Japan’s and partner countries' Nationally Determined Contributions (NDCs) while ensuring the avoidance of double counting through corresponding adjustments consistent with Article 6 of the Paris Agreement. - These JCM activities are in accordance with the "Plan for Global Warming Countermeasures (Cabinet decision in February 2025)" and so on. 2. Subsidy Programme for the JCM Facility Introduction Outline - Subsidy Programme for the JCM Facility Introduction of MOE Japan provides financial support of up to 1/2 of the initial investment cost for projects. Representative participants in the Projects shall conduct measurement, reporting, and verification (MRV) of GHG emission reductions. In addition, this financing support programme is expected to contribute to global decarbonization by disseminating and deploying advanced decarbonizing technologies while ascertaining in detail the needs of partner countries.
