About us

The Council on Postsecondary Education is Kentucky's higher education coordinating agency committed to strengthening the state by increasing educational attainment to 60% of the population with a postsecondary credential by 2030. Our work improving public higher education is based upon the following priorities: - Increasing student readiness and enrollment in postsecondary education. - Reducing financial barriers to college enrollment and completion and improving the public’s understanding of how to pay for college. - Raising persistence and completion rates, facilitating better transfer pathways and ensuring and academic offerings are high-quality, relevant and inclusive. - Improving the career outcomes of postsecondary graduates and strengthening the state's research capacity. - Building public and state investment in postsecondary education. In addition to work set out by the strategic agenda, the Council has several legislated duties, which include creating the biennial budget request for postsecondary education, implementing the performance funding model, setting and approving tuition rate caps, and developing policy around admissions and academic programs. Beyond public higher education, the Council also licenses non-profit and for-profit colleges that offer four-year bachelor’s degrees to operate in Kentucky.

  • Think About It Thursday: Did you know through our Dual Credit Scholarship, Kentucky high school students can take dual credit courses at a participating college or university? A CPE report comparing 2018–19 & 2023–24 data found that college graduates who took dual credit courses graduated with about $6,000 less student debt than those who didn’t. Studies show dual credit programs increase college enrollment, on-time graduation, and expose students to endless career possibilities. Jennifer currently serves as Manager of Student Records at Gateway Community & Technical College, and will be a key contributor to this year’s program.   • CPE Employee Spotlight: Meet Michaela Steverson (Mineer) Michaela serves as program manager for the Healthcare Workforce Initiative, which is aimed at addressing critical shortages within Kentucky’s healthcare workforce. In her position, Michaela assesses state and regional healthcare needs, aligns legislative investments and monitors institutional outcomes to ensure progress in strengthening the talent pipeline. The overall goals of her work are supporting better health outcomes, regional economic growth, and increased access to high-demand, high-wage career pathways for Kentuckians. Michaela shares why higher education matters: “Higher education is one of the most powerful tools for upward mobility and community transformation. It opens doors to opportunity, builds individual and regional success, and strengthens our workforce and economy.” Fun fact about Michaela: One of her main bucket list items is to make it to all the national parks across the country. She has previously visited Grand Teton and Yellowstone National Park.

The intent of the center is to focus on project-based learning, leadership development, and innovation, offering advanced college and career pathways.
