  • After two-years of negotiations, the outcome of the NAP Assessment was agreed at #COP30 in Belém. The decision affirmed the critical role of National Adaptation Plan (NAP) processes in enabling countries to strengthen resilience, reduce vulnerability and achieve the Global Goal on Adaptation. It also reaffirmed the call for accelerated implementation by 2030, in line with the outcome of the first global stocktake. It highlighted that: 👥 NAP processes should follow a country-driven, gender-responsive, and participatory approach, that integrate Indigenous and local knowledges and ecosystem considerations. 🏛️ Mainstreaming and integrating adaptation into relevant development plans and processes at the national, subnational, and sectoral levels help spur a whole-of-government and whole-of-society approach to building resilience. 🌳 Integrating ecosystem-based adaptation and nature-based solutions in NAP processes could bolster long-term ecosystem resilience and deliver multiple benefits for the most vulnerable communities. 💰 Global adaptation finance provision continues to fall short of what’s needed for developing countries’ adaptation planning. Delivering on the adaptation priorities outlined in NAPs calls for reliable and accessible resources, complemented by support on capacity-building. The NAP Global Network remains committed to working with our partner countries to put the NAP Assessment into practice by supporting countries’ NAP processes and helping address the capacity and technical gaps identified.

  • 📣 Somalia achieves a milestone in the transition from planning to implementation of its national adaptation plan (NAP)! Somalia hosted a workshop in Mogadishu last month to validate its National Climate Change Action Plan 2025–2030, with a focus on climate change adaptation.     Discussions on the Global Goal for Adaptation (#GGA) indicators and the #NationalAdaptationPlan (NAP) assessment continued into the second week of #COP30... But much is still uncertain! Check out our video to for updates on the GGA indicators, where countries are debating on: ❓ Whether the list of GGA indicators will be adopted or not, and what indicators will make it onto the final list ❓ How to refine the list of indicators (if some are adopted) and what this technical work might look like ❓ How the indicators will be integrated into countries’ monitoring, evaluation and learning systems and into global reporting frameworks, most importantly to inform the second #GlobalStocktake ❓ The future of the Baku Adaptation Roadmap (BAR) and next discussions on adaptation ❓ Whether a new “tripling of adaptation finance goal” will be agreed at COP30 🌍 On the NAP assessment, Jeffrey highlights that countries made more progress in the first week of COP30 than they had in the last two years.   • Day 9 at #COP30 witnessed the launch of a new National Adaptation Plan (NAP) Implementation Alliance, aiming to accelerate climate action by improving coherence and coordination within the adaptation support ecosystem. As COP 30 Presidency’s Director of Programmes, Alice de Moraes Amorim Vogas, explained, this initiative is a ‘joint effort for adaptation to see adaptation plans beyond a paper submitted to the #UNFCCC.’ This alliance will also facilitate the allocation of public and private resources for the implementation of adaptation priorities. Led by COP30 Brazil Presidency, the governments of Germany and Italy and UNDP, the alliance counts on the collaboration of national governments, multilateral development banks, investment funds, and institutions from civil society and the private sector. “In contributing to this dialogue, International Institute for Sustainable Development’s Resilience Vice President, Anne Hammill remarked that “collaboration and coordination with other initiatives, organizations, countries, and partners that support NAP processes have been central to the work of the NAP Global Network and IISD.   • 💧 Water for Climate Pavilion hosted an informative session on how to accelerate the shift from planning to implementation of adaptation measures.    Speakers Meike van Ginneken, Water Envoy of the Kingdom of the Netherlands; Alice de Moraes Amorim Vogas, Program Director, COP30 Presidency; Orville Grey, Head of Secretariat for the National Adaptation Plan (NAP) Global Network, IISD; Ivone Pascoal, Ministry of Environment, Angola; Ivette Patterzon, Deputy Permanent Secretary Climate Change, Government of Suriname; Jochen Renger, Director Climate Change, Rural Development and Infrastructure Division, GIZ, Germany; Lucia de Strasser, Environmental Policy officer, UN Economic Commission for Europe (UNECE) discussed the essential elements to bring national adaptation plans from planning to implementation.    Meike van Ginneken stressed the importance of whole-of-government approaches to create implementable national adaptation plans.    “I like our adaptation plan because it’s not only about investments—it’s also about policies and about hard political choices,” she said. “If you don’t think about hard political choices and just start building, you will never have enough money,” she added, giving the example of building in flood-prone area and then being faced with very high costs to install flood defences.    Panelists agreed that building resilience and increasing investments is no longer just a moral imperative.    Orville Grey highlighted several factors that are critical to create an enabling environment for a timely, well-coordinated, and efficient transition from NAP planning to implementation. In addition to finance, factors like leadership, institutional arrangements, engagement of all actors, the use of data, knowledge and communication, as well as capacity building are essential.    “Leadership is critical—we cannot move this process at pace and scale without it. Ministers and other leaders need to step up in how we are going to adapt to climate change.   • From planning to action: accelerating National Adaptation Plans (NAPs) for the world’s most vulnerable countries 🌍 At #COP30, the Least Developed Countries Expert Group (LEG) spotlighted how far LDCs have come in developing their NAPs—and how much further we must go to turn these plans into real climate resilience on the ground. The new 2025 NAP Progress Report shows that while 144 countries have launched NAP processes, too many remain stalled by limited financing, capacity gaps, and other challenges. The next frontier is clear: implementation at scale. As Mokoena France of the LEG noted: “NAPs are a lifeline for countries on the frontlines of the climate crisis. To bring them fully to life, we must: 1️⃣ Accelerate the shift from planning to implementation. 2️⃣ Scale up financial and technical support to match ambition. 3️⃣ Strengthen institutional capacity for sustained progress. 4️⃣ Expand all forms of support—financial, technical, and capacity-building. 5️⃣ Develop predictable, long-term financing beyond project cycles.” Representing IISD’s NAP Global Network, Orville Grey emphasized that sustained coordination and partnership are essential for real progress: “Implementation is a long-term process. Public finance alone won’t get us there—every NAP identifies the private sector as a key partner. Through the NAP Global Network, we’re working with countries to build the capacity, coordination, and technical support needed to move from planning to doing.” At a time when adaptation needs are rapidly outpacing available resources, the NAP Global Network continues to stand with countries—especially LDCs—so that plans translate into tangible resilience for people, communities, and ecosystems.
